Introduction

PT Kayan Hydropower Nusantara (PT KHN) plans to develop Mentarang Induk Hydroelectric Plant (MIHEP) on the Mentarang River, located approximately 35 kilometres upstream of Kota Malinau in Malinau Regency, North Kalimantan Province, Indonesia.

Potential: 1,375 MW of installed capacity, 925 MW of firm power or 8,103 GWh of firm energy

About Mentarang Induk HEP

Dam Site

35km upstream of Malinau town. Site selection is based on optimal topographical, geological and geographical conditions, with good access availability and maximised river yield from the Mentarang River and its main tributary, the Tubu River).

Concrete Faced Rockfill Dam (CFRD)

Proposed Dam Type

Concrete Faced Rockfill Dam (CFRD) designed with a dam crest height of ±220 m and length of ±750m.

Full Feasibility study (FFS)

Completed in 2018 (comprising hydrology, geology, preliminary design and scheme optimisation, power study, preliminary environmental and social impacts assessment, risk analysis, power dispatch and transmission assessments).

Installed Generation Capacity

With the potential to generate approximately 9 Terawatt hours (TWh) per annum.

Construction Period

Dam construction is expected to commence in 2022 and will take approximately 6-7 years to complete and will be followed by impoundment or a reservoir filling phase to create water storage covering approximately 22,800 hectares of an area at Full Supply Level (FSL) + 230 metres above sea level (MASL).

Integrated AMDAL & ESIA study

Following the Full Feasibility Study (FSS), an integrated study on the Analisis Mengenai Dampak Lingkungan (AMDAL) and Environment & Social Impact Assessment (ESIA) is being implemented to assess the potential environmental and social impacts of the proposed project, evaluating alternatives and designing appropriate mitigation, management and monitoring measures to ensure sustainable development. This is to minimise the negative impact of the project and maximise its benefits, in line with Industry International Good Practices.

Note : AMDAL is a requirement under the Government of Indonesia (Gol) Regulations No. 27 Year 2012 regarding Environmental Permit, Gol regulation No. 24 Year 2018 regarding Electronically Integrated Business Licensing Services and the Ministry of Environment and Forestry (MoEF) Regulations No. P.38/MENLKH/SETJEN/KUM.1/7/2019 regarding The Type of Activities and/or Business Plan.

Project Drivers

The purpose of the proposed HEP would be to provide affordable, reliable, and sustainable energy from Mentarang Induk to support the National Strategic Project (Presidential Decree No. 56 Year 2018) – Kawasan Industri dan Pelabuhan Internasional (KIPI) in Tanah Kuning, Bulungan Regency.

In addition to its role in triggering hydro-industrialisation, the energy from Mentarang Induk HEP has the potential to provide a sustainable supply of clean and more affordable power for nearby communities and to improve the security of electrical supply to the new Indonesian capital in East Kalimantan.

Safety

PT KHN shall apply all necessary due diligence in the development of the Mentarang Induk project to ensure its integrity and safety. In accordance with international best practices for large dams and ICOLD guidelines on dam safety procedures, independent reviews will be conducted during construction, during impoundment and periodically during operation.

Sustainability

We are guided by the International Hydropower Association (IHA) Sustainability Assessment Protocol and we are committed to embed sustainable practices in the way we develop and operate our hydropower to ensure the technicality, economic, environmental, social and governance impact, risk and opportunities are properly managed.
